December 27, 2001 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0807 hours with the Pledge of Allegiance. Present were Sachar, Denver Ireland, David Henderson, Gary Truitt, Steve Halmi and Jarrett Miller. VISITORS/PUBLIC COMMENT William Walker Subdivision Small Flow Treatment Facility - Mr. Walker is subdividing his property on Silverthorn Road north of Old State into 3 lots and plans on installing one small flow treatment facility to service all three lots. His engineer Steve Halmi stated that he understands the need for an agreement and escrow amount but feels that $1,000 per lot is excessive and may be a deal breaker. He said that other township's maintenance agreement escrows are from $250 to $1,000, $500 is typical. He is not aware where any township has had to repair a system. Mr. Walker's intention is to turn the system over to a homeowners association. The system will be centralized. Henderson - we considered letting a homeowner use the escrow interest if they have an agreement with a third party vendor for maintenance. DEP maintains the permits but does not do inspections. Halmi - the Erie County Health Dept. dropped the ball by not monitoring them. George Antolik arrived at 0809 hours. Henderson - even with the third party system, they can still default and we'd need to maintain it. Discussion. Halmi - the typical system is pumped once every three years. The pump motor won't be any different than a single system. It will just turn on more frequently. The sand filter would be larger by three times. Henderson - it's a captive system. The chlorinator is the final phase. Halmi - the permit will be turned over to the homeowner's association and they will maintain it. Sachar - your request is to make the escrow $1,000? Halmi - yes and to approve the paperwork for the system. Henderson moved that since the Walker SFTF system is centralized to lower the escrow amount required to $1,000 for three lots. Ireland seconded. Carried. Steve Halmi left the meeting at 0830 hours. Antolik - what is the cost to tar and chip Silverthorn from the McKean line to West Stancliff? It is about « mile. Ireland - it's 7/10's of a mile. Sachar - it's $60,000 a mile. Antolik - what was the cost of the section of West Stancliff that was done? Sachar - $2,500 for 1,200 feet single layer. Antolik - $6.00 a foot for triple seal coat. That's $18,000. Would the Township be willing to pay for part of it and the residents pay for part? Sachar - we've never done tar and chip. We won't consider it for the next two years; we'll be doing the Eureka #4 project. Ireland - if Washington Twp. oils Fry, we should do the remainder. Henderson - it would cost $3,000 to oil that piece. MINUTES Ireland moved to approve the minutes of 12/11/01 as presented. Henderson seconded. Carried. REPORTS Superintendent - Dave reported that there has been no snow. Crew performed one shake down plow round and did a few minor repairs. We received 28 loads of cinders and will get another week of cinders in August. Agility, International Cab and Chassis, Eureka Paving Project, Elk Creek Twp. Boundary Agreement, Safety Study of Rt. 98 - nothing. FINANCIAL AND TAXES Bills - discussion on various bills. Henderson moved to approve the bill list for payment as listed totaling $3,253.71 general fund, $321.16 equipment fund and $2,200 municipal building fund. Ireland seconded. Carried. Payroll - Sachar moved to approve payroll #26-01 as presented. Henderson seconded. Carried. Tax Certification/Memo Bills - will consider at the organizational meeting. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Update Comprehensive Plan, Industrial Park/KOZ, Storage Trailers, Ordinance #3-01, History Grant, Lights on for Safety, Census Undercount, OTM Bulk Sewer Agreement, Maintenance for SFTF - nothing. Welka's Disposal Letter - will send a letter asking about their discount policy and other concerns. OLD BUSINESS Nothing. NEW BUSINESS Walker Subdivision - see visitor section. CORRESPONDENCE Physician Panel, 2002 meeting Schedule reviewed. Black Limited Interests Partnership SFTF - Henderson moved to sign the agreement between the Black Partnership and the Township. Ireland seconded. Carried. Attorney George Schroeck arrived at 0857 hours. SOLICITOR GMSD EIT Collection Revisions - Attorney Schroeck said he would review the revisions this afternoon. Zessinger Pit Agreement - waiting for Rudy to initial the agreement. Henderson - Rudy asked if we'd leave the cement blocks in front of the pit entrance. Sachar - we'll have to figure the costs. Western Trail/G. Antolik - waiting for a letter from Engineer Mark Corey. Ireland moved to call Mark Corey again and find out when he'll be out to inspect Western Trail. Henderson seconded. Carried. Impact Fee Ordinance, Oshkosh Registration, Nudity Ordinance Comparison, Swift Complaint - nothing. Weight Limit Ordinance Comparison with Act 33 of 2001 - the issue is the condition of the roads in the spring and the ability to do an emergency posting to prevent more damage if needed. Farewell to Supervisor Ireland - Denver is completing his term of office. John Sachar thanked Mr. Ireland for his 6 years of dedicated service to the Township and wished him well in the future.
